At Fern Fort University, we recommend a multi-pronged approach for Aung San Suu Kyi and her government to navigate the complex challenges of Myanmar's transition to democracy, focusing on economic growth, foreign investment, and sustainable development. This strategy involves a combination of government policy and regulation, business and government relations, and international cooperation.

2. Background

This case study examines the challenges faced by Aung San Suu Kyi and her government in Myanmar as they attempt to transition from decades of military rule to a democratic society. The country is grappling with a legacy of poverty, weak infrastructure, and limited access to education and healthcare. Additionally, Myanmar is facing significant political and ethnic tensions, as well as the need to attract foreign investment and promote economic growth.

The main protagonists are Aung San Suu Kyi, the State Counsellor of Myanmar, and her government, who are tasked with navigating the complex political and economic landscape of the country. They must balance the need for stability and security with the demands for democratic reform, economic development, and social justice.

3. Analysis of the Case Study

This case study can be analyzed through the lens of emerging markets, political risk analysis, and economic development. Myanmar presents a unique opportunity for investors, but also presents significant risks.

Political Risk:

  • Political Instability: Myanmar's history of military rule and ongoing ethnic conflicts pose significant political risks.
  • Corruption: Corruption remains a significant issue, hindering transparency and deterring foreign investment.
  • Lack of Institutional Capacity: The government lacks the capacity to effectively manage the transition to democracy and implement economic reforms.

Economic Development:

  • Limited Infrastructure: Poor infrastructure, particularly in transportation and energy, hinders economic growth.
  • Human Capital Constraints: Low levels of education and healthcare limit the country's human capital potential.
  • Limited Access to Finance: The financial sector is underdeveloped, limiting access to credit and investment capital.

Emerging Markets:

  • Growth Potential: Myanmar's large population and untapped resources offer significant growth potential.
  • Foreign Investment: The government is actively seeking foreign investment to support economic development.
  • Globalization: Myanmar's integration into the global economy presents opportunities for trade and investment.

4. Recommendations

1. Economic Growth and Foreign Investment:

  • Develop a clear and transparent investment framework: This includes enacting laws and regulations that protect foreign investors, promoting transparency and accountability, and establishing a predictable legal and regulatory environment.
  • Invest in infrastructure: Prioritize development of transportation, energy, and telecommunications infrastructure to facilitate economic activity and attract foreign investment.
  • Promote education and healthcare: Invest in human capital development to improve the skills and productivity of the workforce.
  • Strengthen the financial sector: Develop a more robust financial sector to provide access to credit and investment capital.
  • Promote public-private partnerships: Encourage collaboration between the government and private sector to leverage resources and expertise for infrastructure development and economic growth.

2. Sustainable Development:

  • Implement environmental regulations: Establish strong environmental regulations to protect natural resources and promote sustainable development.
  • Promote responsible tourism: Develop a sustainable tourism industry that minimizes environmental impact and benefits local communities.
  • Address climate change: Implement policies to mitigate climate change impacts and promote renewable energy sources.
  • Promote social inclusion: Address poverty and inequality by investing in education, healthcare, and social safety nets.

3. International Cooperation:

  • Engage with international organizations: Seek technical assistance and financial support from international organizations like the World Bank and Asian Development Bank.
  • Negotiate free trade agreements: Explore opportunities to participate in regional and global trade agreements to promote trade and investment.
  • Strengthen diplomatic relations: Build strong relationships with key international partners to secure support for Myanmar's development agenda.

5. Basis of Recommendations

These recommendations are based on the following considerations:

  • Core competencies and consistency with mission: The recommendations align with the government's stated goals of promoting economic growth, attracting foreign investment, and achieving sustainable development.
  • External customers and internal clients: The recommendations address the needs of both foreign investors and the Myanmar people, promoting economic opportunity and social well-being.
  • Competitors: The recommendations aim to position Myanmar as a competitive destination for foreign investment, particularly in sectors where the country has a comparative advantage.
  • Attractiveness ' quantitative measures: The recommendations are expected to generate significant economic benefits, including increased GDP growth, job creation, and poverty reduction.
  • Assumptions: The recommendations assume that the government will maintain its commitment to democratic reform and economic development, and that foreign investors will be willing to invest in Myanmar given the potential risks and rewards.

6. Conclusion

Myanmar's transition to democracy presents both challenges and opportunities. By implementing a comprehensive strategy that focuses on economic growth, foreign investment, and sustainable development, the government can create a more prosperous and equitable future for its people. The success of this strategy will depend on the government's ability to build a strong and stable democracy, attract foreign investment, and address the country's development challenges.

7. Discussion

Alternatives:

  • Focusing solely on attracting foreign investment: This approach could lead to unsustainable growth and exacerbate inequality.
  • Prioritizing political reform over economic development: This could lead to instability and hinder economic progress.
  • Ignoring environmental concerns: This could lead to unsustainable resource depletion and environmental degradation.

Risks and Key Assumptions:

  • Political instability: The ongoing ethnic conflicts and potential for political instability could deter foreign investment and undermine economic progress.
  • Corruption: Corruption could undermine the rule of law and deter foreign investment.
  • Lack of institutional capacity: The government may lack the capacity to effectively implement reforms and manage economic development.

Options Grid:

OptionAdvantagesDisadvantages
Focus on economic growth and foreign investmentPotential for rapid economic growth, job creation, and poverty reductionRisk of unsustainable growth, environmental degradation, and social inequality
Prioritize political reformPromotes stability and strengthens democracyMay slow economic progress and deter foreign investment
Address environmental concernsPromotes sustainable development and protects natural resourcesMay limit economic growth and increase costs for businesses

8. Next Steps

  • Develop a comprehensive economic development plan: This plan should outline specific goals, strategies, and timelines for achieving economic growth, attracting foreign investment, and promoting sustainable development.
  • Implement reforms to strengthen the rule of law: This includes enacting laws and regulations that protect property rights, promote transparency and accountability, and establish a predictable legal and regulatory environment.
  • Invest in human capital development: This includes improving access to education, healthcare, and skills training.
  • Engage with international partners: Seek technical assistance, financial support, and investment from international organizations and countries.
  • Monitor progress and make adjustments: Regularly assess the effectiveness of the strategy and make adjustments as needed to ensure that it is meeting its objectives.

Case Description

This 9-page version of Seizing the Moment primarily differs from the original in omitting a 4-page section that describes the early, confusing stages of Myanmar's democratization process. This leadership case is set in the spring of 2016 and gives students the chance to grapple with the difficult challenges confronting Myanmar's opposition leader, Aung San Suu Kyi, after a rapid turn of fortune took her, over a period of six years, from longtime prisoner of conscience to civilian head of state in Myanmar. The case describes the nature of Suu KyI's political role in Myanmar during her many years of house arrest and then shows how that role shifted in the years following her release. With freedom and an increase in formal power came new dilemmas, for example, whether to take an oath to a problematic Constitution, how to manage her star power vis-à-vis Myanmar President Thein Sein, and how to address intercommunal violence between Buddhists and Rohingya Muslims, an unpopular ethnic minority in Rakhine state. (See HKS case Fallen Idol? Aung San Suu Kyi & the Rohingya Humanitarian Crisis (2139.0) for a more detailed treatment of this last issue, which devolved into a desperate humanitarian catastrophe in August and September of 2017. Another two-part HKS case, Icon of Hope A/B (1685.0, 1686.0), focuses on Suu Kyi's early adult life and transformation from an expatriate living a quiet life in Oxford, England to an opposition leader and icon for democracy and human rights.)
